Rudy serves as President of Project Management & Safety Group (PMSG), bringing over 20 years of progressive leadership in project execution, safety management, and operational excellence across defense, international contracting, and the energy sector. Rudy is a results-driven executive with a reputation for navigating complex environments to achieve organizational success.
Rudy began his career in the United States Air Force, where he served honorably as a Non-Commissioned Officer and Assistant Team Chief on Minuteman III ICBMs in the U.S. nuclear enterprise. His work in one of the most sensitive and technically demanding defense programs instilled a deep sense of precision, discipline, and accountability—qualities that shaped his leadership style.
Rudy served in the private sector as a contractor supporting U.S. Army operations in Iraq and Afghanistan. There, he restructured large-scale maintenance operations, optimized field logistics, and elevated operational standards in dynamic conditions. His performance led to a pivotal safety leadership role supporting NATO’s transition at Kandahar Air Base, where he helped establish foundational safety operations for multi-national military oversight.
Later, as an Emergency Response Manager based in the UAE, Rudy led regional operations spanning multiple Middle Eastern countries—balancing operational tempo with compliance and readiness. He continued his international project management work with a major soil remediation initiative for Kuwait Oil Company (KOC), managing refinery cleanup and environmental restoration efforts.
In the U.S. energy industry, Rudy has consistently led safety and construction teams on complex infrastructure projects—ranging from midstream pipeline builds to compressor station and gas plant construction. His technical expertise includes engineering design interpretation, high-pressure system safety, mechanical systems integration, and inspection services. Rudy has also been deeply involved in project oversight and regulatory navigation, often serving as the critical link between field operations and executive decision-making.
As a small business owner and consultant, Rudy has spent more than a decade establishing a strong presence across the West Texas and Southeastern New Mexico oil and gas fields. His ability to build scalable safety programs, recruit and mentor high-performing teams, and implement structured compliance systems has made him a trusted leader in both startup and turnaround environments.
Today, as President of PMSG, Rudy brings a strategic mindset to every engagement. His leadership is grounded in operational discipline, regulatory knowledge, and a relentless focus on performance, ensuring that clients receive solutions that are not only technically sound but fully aligned with safety, environmental, and project objectives.
Mr. Dunn is a highly respected Advisor, Consultant, and colleague to PMSG. He brings a wealth of experience, with direct oversight of assets valued in the tens of millions of dollars and leadership of operations generating millions in daily revenue.
With 45 years of hands-on experience in operations and engineering within the midstream energy sector, Mr. Dunn has played a pivotal role in the gathering, processing, and marketing of methane (residue gas) and natural gas liquids (NGLs). His expertise supported the efficient delivery of these resources to Phillips refineries, where further separation and processing of gas components took place.
Mr. Dunn spent 20 years as a supervisor over gas measurement, mechanical maintenance of all rotating equipment, field maintenance and repairs to gathering and discharge pipelines, which included field compression and midstream plant operations.
As a supervisor, Mr. Dunn’s roles and responsibilities included but were not limited to:
- Directed daily operations of a team of 15–20 employees, ensuring productivity, accountability, and high performance across all functional areas.
- Developed and managed comprehensive annual operations and maintenance budgets to support strategic objectives and cost control initiatives.
- Led monthly safety meetings and promoted a strong culture of safety compliance and awareness throughout his team and respective areas.
- Provided environmental leadership, ensuring adherence to regulatory standards and promoting sustainable practices.
- Maintained strong working relationships with the Texas Railroad Commission (RRC), including accurate and timely regulatory reporting.
- Collaborated with the Texas Commission on Environmental Quality (TCEQ) to meet all environmental compliance and reporting requirements.
- Oversaw the procurement and inventory management of supplies and materials necessary for the maintenance of all field and plant facilities and equipment.
- Managed preventive maintenance scheduling and execution for all rotating equipment within the area of operations to ensure reliability and performance.
Mr. Dunn also spent 20 years in the engineering department as a project lead engineer overseeing capital projects. In this role, Mr. Dunn:
- Led the planning and execution of major capital projects within the engineering department, overseeing initiatives from concept to commissioning over a 20-year tenure.
- Successfully managed the installation of multiple miles of polyethylene and steel pipelines, handling both low- and high-pressure systems in diverse operating environments.
- Directed the design and construction of ten new (greenfield) compressor booster stations, including geotechnical surveys, civil and mechanical design, equipment installation, project mechanical completion, PSSR (Pre-Startup Safety Review), and full commissioning with turnover to operations.
- Installed compression systems and complete refrigeration packages for cryogenic gas processing facilities, ensuring optimal efficiency and reliability.
- Oversaw the replacement of major process vessels and performed complex modifications to existing infrastructure, including hot taps on flare lines, high-pressure discharge pipelines, and NGL (Natural Gas Liquids) pipelines.
- Demonstrated a strong commitment to safety, quality, and regulatory compliance across all phases of engineering and construction.
During his tenure with Phillips 66, Mr. Dunn was selected in 1994–1995 to serve on a companywide task force charged with evaluating and improving the performance of rotating equipment. The team's mandate included a comprehensive review of preventive maintenance (PM) strategies, equipment life cycles, manpower requirements, and the identification of a software solution to support the implementation of recommendations. The initiative focused on enhancing equipment reliability, optimizing runtime, and reducing cost per horsepower-hour.
In addition, Mr. Dunn was chosen to participate in a specialized Permian Basin team tasked with designing a portable modular skid system capable of processing 30–40 MMCFD of field gas from third-party producers. This innovative system allowed for rapid deployment and scalability, enabling Phillips 66 to build and commission 10-compressor stations in just 60 to 90 days. The design became a cornerstone solution and was successfully utilized for over 15 years to support operational agility and growth.
